Default Is this normal on a turbo (Pictures)

I recieved my turbo in a very well packaged box but some of the bubble wrap crap (little white ballons) got into the fins and I was scared it was going to damage my turbo. So I opened it to take em out. But then I noticed that a red seal around my turbo is loose. is this normal. I put it back though.

FYI they only got in through that side. It was about 3 of them stuck on the wall.

Like all rubber o-rings, it should be a loose fit, or you risk a shorter o-ring life. Most older turbos just use a compression fit for a seal.
