Default turbo rebuild? Bay Area

well i just pulled off the pipe that connects to the inlet of the compressor and found a little puddle of oil in there. the coupler connecting it also had some oil in it. i didn't seee any black/blue smoke coming out, but then again i also never went WOT as well because it's not tuned yet. could i just fix this problem by putting on an oil restrictor? or have my seals gone bad and it's time for a rebuild? i bought the turbo used, there's no shaft play, and i'm not sure how many miles are on it. i'm guessing about 3k.

if i need a rebuild, does anyone know a place in the bay area i can take it to? any help is appreciated.

The inlet side or the outlet side of the turbo has the puddle of oil?

oh, outlet, the part connected to the intercooler piping.

i dont have a catch-can set-up yet. it might just be blow-by gasses. i don't see oil in my charge pipes or coming out of the inlet of the turbo. it was just around the outlet of the compressor. there was just some oil on the pipe that connects to the inlet and none of the others.
