1992 Honda Civic LX:

ECL light will not blink after inserting jumper on Diag Plug.
It just stays on and the car will not start.

While the key is in the ON position, and I step on the brakes, the shifter is still locked. If I leave the key in the ON position, the shifter lock solenoid will sometimes make a clicking noise and at the same time the Engine Check light will flicker. When it does this, I have a 50/50 chance of starting the car. If the car starts, all is good to go.

What is causing that? Does the ECU control juice to the Shifter Lock Solenoid or does the ignition key do that?

What do I check next?

Seems like an electrical short in the shifter lock solenoid or could be a bad ignition cylinder ?????
