Default ECU Problems

I just did a b18b swap in my 93 Del Sol SI and the check engine light is on. I pulled the plug from the boot above the ECU to give me the codes but when I jump the plug and turn key to on position the check engine light will not blink. Could I have a bad ECU?

used a paper clip and jumped the 2 hole plug that sits above the ecu (that sits inside green rubber boot beside 3 hole plug) I thought that maybe the paper clip was not getting a good connection so I tried using a spliced piece of wire to no avail. and I am using a p75 obd1 ecu on a 94 ls and it is set up for my ecu(all obd 1) but I think the ecu might be chipped, could that cause this? If so someone please hook me up with a bone stock p75 obd1 ecu from a m/t teggie.

the car needs to be running while the check engine light is on. does you get the CEL right after it fires up?

Yes, the cell light is on when I start the car but I thought you could damage the ecm if you started the car with the plug jumped.
