If there is enough of the bolt left yes vise grips. Just before you try to loosen it use a propane torch to heat the material around the bolt, it will expand away from the bolt then turn fro all your worth. If there is not enough left to get a good bite, then use a file to file the bolt flat to the surface then drill the right size hole to use an "easyout" any decent "parts store" not autozone should or be able to tell you where to buy one. If your skills aren't up to it any good automotive machine shop should be able to remove it for you. Why not just get an old one from a junk yard an be done with it?
