Default which turbo for 5 psi?

THIS IS FOR A D16A6 MOTOR IN A 89 CIVIC SI HB.

I know the greddy D series turbo is a 5psi turbo without a boost
controller, but what turbo cars(that came in common cars in the US
specifically nor cal or just california) came with a simular low boost
turbo stock? I am still looking for a turbo to get that is low boost,
possibly a volvo because I heard they boost low.

I just need a turbo that is low boost. What is the psi of a 2nd gen
eclipse turbo and the 1st gen? I think it was like 7psi or 8psi, but I
can't remember.

I already have my HF manifold, some charge piping and an a/f guage. I am
thinking I need:
oil lines and related oil feed and return items
down pipe made (gonna have a muffler shop make one)
450cc injectors off of a 2nd or 1st gen eclypse
VAFC mod or the Zdyne ECU
Fuel pressure guage

I probably will not be getting a Zdyne or the VAFC (if I can't get a
really cheap price, I'm cheap and don't have too much $$$) so I am
thinking maybe along the lines of doing this:
450 cc injectors
B&M FPR and guage
1:1 FMU (if they make one, I think I heard from someone they do) or a
little higher ratio so I don't lean out in boost, but don't get the fuel
pressure too high either

Would that sound nice for a simple low boost turbo? I know the 450 cc
injectors will flow plenty, but going off what a guy said on the board
about just using 450cc and the FPR for fuel management he was able to run
alright, good but rich idle and just a little lean in the transition to
boost. I was thinking the 1:1 FMU would fix the lean transition and could
run a little better in boost. Maybe one step smaller injectors off a auto
eclipse with like a 2:1 or a little higher would be better?

Just thinking this turbo thing through and want to make a true low budget,
but somewhat reliable turbo without spending too much (LOW BUDGET).
