Ref and Bar
30 to test (you get 3 tries) and if you pass an additional 8.25 for a certificate.
to go to the ref you need to have a reason such as being sent there or having a swap and the need to smog your car, but you cant just go there if you want to smog your car through them. basically they check to see if you have all of the proper smog equipment for the motor in your car, that is the visual part of the inspection. after that like at any other smog shop they put your car up on the dyno and measure the emissions to see if your a gross polluter (like me
)
ive failed twice now and going in for a third time in a week or 2

That's wrong. When I dropped the b20 into the integra, I went straight to see if I can get it smogged and if i needed to get it stamped. They will smog your car but it's cheaper to go elsewhere.
However, they do a detailed inspection of the motor and everything done to it.
To find a REF near you, just go to any automotive place (mechanic shop, dealer, etc.) and they will have a sign for BAR with the number. All you have to do is call the 800 number and you can find a place near you. GL.

except that you cant smog nor can you B.A.R. approve a b20 in any car seeing as it is a light truck/suv motor

That's right in a sense...
I went to the REF and they told me that I didn't need to get my car restamped because I only went from a 1.8 to a 2.0. They did have second thoughts considering that it was a "light truck" motor but didn't see anything wrong with it. In other words, they did approve of it being in my car.
BTW,
I was able to smog my car.

the reason that worked out for you is that they did not really see that as a swap seeing as how you stated 1.8 to a 2.0 same motor series just larger there are no real differences besides the displacement.

no cop will be any wiser to know, and most smog tech's won either, so I wouldnt worry about it because it is an identical replacement motor
the REF goes through a tight inspection checking all vacuum, evap, pcv, ecu and fuel system
you get 2 tries for $30, and $8.50 for the certificate, but i am not sure how much the BAR sticker costs

I wouldn't go through BAR! When i got a ticket for my header i replaced and had it smogged with them. I passed everything until they squeezed and stretched a coolant hose on my intake manifold. It barely dripped out and they failed me because it was a "hazard" and could overheat my motor. Avoid BAR if you can. And going through BAR could be 300 or more if you got a state ref ticket.
