Default Oil pressure still high with restrictor

I have an Autometer electric oil presure gauge with an ATP .060 restrictor coming off an -AN3 line. This will be supplying oil to my Garrett T3 on my D16 motor.
At idle readings are between 25-30lbs
At WOT readings are 70-75psi.
Is this too high?
My CHRA is leaking oil and I assume this leak occered before the restrictor was installed.
Im contemplating rebuilding the turbo but I want to confirm that my pressure problem is resolved first so I will not damage the rebiuld.
Has anyone used more than one restrictor?
Or is this pressure good?
Thanks
-Joe

Ok I have an oil filter sandwich adapter which has two -AN3 lines coming out.
One goes to the turbo, and the other goes to the gauge (sender really).
Both lines are fitted with a restrictor on the end.
I did this to accurately monitor the oil pressure that the turbo will see.

restrictors aren't really designed to lower pressure. They limit flow. You could be getting the same amount of pressure but less oil.

Where exactly is the oil leaking out of?

and please draw a picture of what you are describing.. something doesnt sound right.

Oil is leaking from the CHRA. I ran the rebuilt turbo with no restrictor for about 20-30 mins. I assume this is what may have damaged the seals. What do you guys think?

This is a pic of the oil feed source. Each line has a restrictor on it.
One line goes to the turbo, and the other goes to the gauge.

This is the oil pressure sender which is wired to the electric oil pressure gauge.
