ON A COLD START MY B16 IDLES @3000RPM THEN GOES DOWN WHEN WARM WHY?

It's suposed to do that maybe not so high as 3000 but when it's cold it will idle higher than when she's warm.

More too much air is getting sucked in.
My guess is check your vacuum lines
including the PCV. Might be a cracked hose somewhere.

Just replaced pcv, vacum looks fine but i will double check.
what gaskets could be bad?
