Default brake problem

i have a 91 crx si. and it doesn't like to stop, i can slam on the brakes and it won't lock them up.. or even stop decently quick.. i replaced the MC with a larger one.. and even got steel braided lines.. helped a little.. it also pops every time i step on the brakes.. i think it might be the sliders on the calipers need to be replaced.. i don't THINK my booster is bad because the pedal doesn't go to the floor at a stop light or anything like that.. where should i go next?? should i replace all the caliper sliders and double check the calipers or should i try replacing the booster.. o and i don't think it is loosing fluid anywhere as i have never noticed the fluid level change...

You replaced lines before making sure you have a nice set of pads and rotors? I can slam the brakes and they won't lock, because the rotors and pad I had where SO fucked the car would barely stop. Upgraded to KVR cross drilled rotors and Hawk pads and the thing stops on a dime, with brand new rear drums.
