Default Oil Seal, not sealing? non-vtec build

Motor:
B18B1
Head milled .040
Rocket valve springs
Crower 404's
PR3 pistons, arp rod bolts,new rings
ect.ect.ect..

So this motor was recently put together and dropped in.
Once it got to the tuner. They found out that seals 1-3-4 did not seal. Has anyone had this problem? Any reason why ? Just thought I'd ask, befor pulling out the motor and tearing it down.

what seals? valve cover seals (ones that go over the spark plug holes) or valve seals?

if you are talking about rings.give us somemore info like if you honed the cylinder or not. it takes a good 500 miles to have a 100% acurate compression test after rings are instslled.

Piston rings

Yes it was honed. Didn't want to drive it,because there is zero miles on this build, and with the higher c/r, thought it be safer to get it tuned first. Thats the problem now. Can't tune it since the rings havn't sealed.

compression was 230 across the board,the day it was suppose to get tuned.

especially on a built LS
