Get someone to help...

Drums or disks in the back??

Lift the car so you can see the rear brakes. The cable attaches to a lever on the drum backing plate, or on the caliper. When your friend pulls the handbrake lever, watch the cable.

If the cable never pulls, then look for problems with the cables being rusted & seized into their sheaths. Then you need new cables.

If the cable pulls but the lever won't move, then you gotta take apart the brakes. With drums it's kinda straightforward once the drum is off. Calipers need some strange snap-ring pliers to take apart the handbrake mechanism from inside the cylinder, so maybe that's an excuse to get rebuilt calipers.

With disk brakes, it's also possible the pads are rust-bound into the caliper brackets. In that case, your regular brakes are only working on the front...

i'm having a problem on my 6th gen LX where my e-brake light comes on when it's cold. if i leave the car over a cold night and turn it on in the morning the e-brake light turns on. after 10-15 minutes of driving it goes away. i also noticed that when i made a hard turn today while it was off, it came on. then after a bit of driving it went away complete with or without hard turns.

Try adding some brake fluid.

**** I think something else is wrong with it. Tried adjusting yesterday and even though when the adjustment bolt was tightened all the way the wheels were still spinning with ease with absolutely no drag at all. Could it be that the rear calipers aren't even working anymore? Is that possible? Or what should I look at next.

hmm I bet you have drum brakes and someone drove the car with the parking brake on and burned the linings off. In this case when you pull the handle the metal of the brake shoes will contact the drum but not provide any stopping force because it's just metal to metal.
Also knowing year and model would help

There should be a sticker under the hood to tell you WHAT YEAR the car is
