I'm about to install some Sparco hood pins on my CF hood and I don't know what this part is for. Obviously you screw the little screws into it but where do those little flat clip things go?

 

The flat clips are pretty much a "nut" for the screw, something extra for it to grip into.

Correct. Personally, I would prefer to use rivets, but the screws will work fine.

 

So those clips go on the underside of the hood and the screw goes into them? Or between the hood pins and hood?

 

The clips would be used on the underside of the hood, almost in the same way that you'd use a nut on a bolt.
