well, it's like any other medium of communication, the sellers are varied. lots of the auctions are individuals. the one time i thought about buying a car on ebay, was a 95 mr2 turbo, and it just so happened it was about 2 hours from my home. the car was listed as "mint", "flawless" "no accidents". the pictures all looked good. i drove down to look at the car with a friend, and when we got there, we could clearly see the left hand rear body panel had been smashed, what was on was clearly a replacement, i dont even think it was put on by a real body shop, it didnt match anywhere, there was rust along the top where the spoiler joined with the body, the spoiler wasnt even properly bolted on, it moved when i put my hand on it. it had been repainted, the factory white, but the paint job sucked, one of the headlights was broken (had been pictured in auction with the lights down) and both the tail lights had small chips. this guy bought cars at auction and then reauctioned them at ebay for a living, and carefully took pictures that didnt show these flaws. i feel sorry for the poor guy who won the auction. he's gonna cry when he sees what was supposed to be in perfect condition.
i'm not saying that all ebay auctioned cars are bogus, but i am saying before you buy a car, it's a good idea to make arrangements to see it.

it all depends on the sellers answers to your questions you ask. legitimate sellers who want an honest buyer will answer any and all questions if they dont walk away, remove your bid etc.
when i was searching for my car, due to shitty cars here in socal with outrageous prices. i bought my 92 si hatch (92,000 miles) one owner from michigan.
i asked for a phone number, and he called me instead, and said he was serious about selling the car.( michigan to pasadena,ca 32 hours and 6 hours of sleep, who said truck stops were dangerous?) i told him i was willing to fly into michigan and drive back but i needed to make sure the car was as he said it was in the auction.
once i got to michigan the car was exactly as he stated so all in all i gave the guy 3,000 cash, and drove the car home. never overheated, no grinds in the transmission, and pulled hard.
so it really depends on who the seller is.

Great, car was in the condition as stated and you DON'T have to buy the car if it's not as the description stated. I would rather take a negative feedback than waste a couple grand on a car that wasn't to my standards.

Depends, I tried to sell my BMW on eBay and all i got were flakes with no money twice. They would play email tag and never come to look at the car. One even had the ***** to email me two months later after I sold it, working me down in price
