Default Possible to get code with PM6 and not PR4?

Basically I need to smog my car again and I have a JDM D15B Vtec motor in my 89 HF with a Si intake manifold. I’m currently running it with PR4 ECU, which gives me no codes and it runs GREAT!!!! To smog my car, I was told to use a PG7 or PM6 ECU, so I just bought one today a PM6. The only problem I have is that the PM6 gives me a code. It is either 1 or 10 since it only blinks once and stops a second. My question is “Is it possible to get an code from PM6 and not PR4?” If so, any idea?

I once exchanges the ECU (a PM6) with my other friend CRX a while back to see if his ECU was working or not but it did the same thing, it ran like ****. The idle was kind of low and it seems like it was going to turn off when I try to accelerate from a dead start.

1 is o2 sensor. Intake air intake temp sensor is 10. I would bet on the o2.

True because when my bro forgot to plug the O2 sensor after we took off the header it ran like **** but that was 10X worst. This one isn't that bad and when I use the PR4, it runs really smooth.
