-bigger isn't always better.
-if he doesn't know what he's doing, you could actually be giving up hp/tq

They won't be street legal unless they're certified and have a C.A.R.B EO number unfortunately. Smog visual will be a problem w/out that number. Though the car might still pass by the numbers.
Also, don't let the change in sound, or the "butt-dyno" fool you, w/out actually dyno testing the car, there's no way to tell if they actually make any power.

Depends on whether or not they make power.
If you're looking for something street legal, Rev2Eight_EM1 has the right idea. Get something with C.A.R.B exemption.

Your probably thinking of exhaust. Unless he presents you with a dyno chart that proves hes made power, anything he says is just based on a placebo effect. Headers are easy to install, but you may expect to break a few bolts.

They're extremely easy to install with simple hand tools. A properly built header shouldn't lose any power. DC makes C.A.R.B. exempt headers, which may be better for you (especially in So Cal), but they're not known for making much power.
