Default Help with cam timing

OK heres the deal. I put a ported and polished head on my DOHC ZC. It has stage 2 reground cams and J G cam gears. I know for sure the head has been milled at least .020 and maybe more. I had the motor all back together and back in the car. It started right up and ran. I drove it around the block to check it out and it was not make much power, ran fine, just not much power. It was throw a code 9 so I put the timing light on it and the timing marks are toward the rear of the pointer( I can just barely see them coming up on the pully) with the dizzy moved as far as it will go advanced. I just took the timing covers, valve cover and pulley off and rechecked the timing. Both cams line up with the holes on top and the mark on the lower gear lines up with the arrow on the block. Both cam gears are set at zero.

Do I have to move the belt one tooth or more to make up for what was milled off the head?
Which way do I move it?

Any help would be great, even a link or something

I have done searches here but didn't find anything that helps
