please help no start really stumped

Default please help no start really stumped

i did a b18b swap into my 91 crxsi i have ecu conversion harness to obd0 to obd1, i swap the plugs for the dizzy and the injectors and blocked off the resister box which was just solder all the wire together i have spark in all for cylinders and i have fuel took one of the fuel lines to fuel rail off and fuel squrited out of it, i have compression, and we check the timeing and it was way off but i bought the motor and it had really low miles on and did not touch are change timeing belt so i figure that should be right and tryed moving the dizzy to get it time but it wont and i am throughing a check engine light for code 4, and one thing that was strange was when ii first tryed to start it the dizzy was loose and was moveing back and forth but we tighten it down and still nothing, i check the ecu and it is good

and i have some bolt on also
header,intake, n1 pulley, fidanza flywheel exedy stage 1 clutch

You answered your own question..Fix the timing issue,,maybe the previous owner messed around with the cam timing and slipped a tooth..?
