its just the intake plenium for the ITB's. They made the unit for function rather then looks. The unit it totally aerodynamic hence the missle look. The small hole up in front is for the air to enter in. Yeah its small however figure what 120+mph air hitting it must be like which is why the small hole. Also its part of the tuning and power cap needed to race.

the restrictor size is determined also by classes
some of the racecars ive seen such as an HSR nissan 300zx had huge honking turbos but tiny inlets as per class restriction
however uncorked produce insane hp levels
as you said also it puts a cap on power output
also like the popoff valves some turbo formula cars used to run
