okay, i took my other block to the shop and they say that the main caps on it are offset because they're not the original caps off that block. so my question is do you "HAVE TO" use the original main caps or can you still use caps off another gsr or ls block?

I do believe you must use the same ones that are supposed to be mated with that specific block. If not, the other set must be line bored to match.

I'm not 100% positive, but bump for you for more answers.

when blocks are assembled at the honda factory, the main caps are bolted on to the block and then line honed, and fitted with a crank and specific bearing size. If you mix and match you run the risk of using a main cap that originally used a different bearing size with its original block. The result is a crank journal thats not round.
