Idle surge issues, new ideas needed

Idle surge issues, new ideas needed
The car surges from around 700-2500 and it will do it if cold or hot (its worse cold). I have tried a new idle air control motor, cleaning the intake, checking all vacuum lines, spark plugs, and the fuel pressure regulator.
If you have any other ideas it would be very helpful as I am lost.
and if anyone says anything about a FITV, tell me what it is what it does and how to fix it
