just take the bulb out... doesnt hurt the system (its not functioning proplerly anyways if that light is on) and it saves an annyoning thing to look at during them night drivers.. trust me i had to do this too.. just takes like 20 mins to get the bulb out and ur dash back together

u can just reset the SRS system, there's an FAQ on how to do it, it was pretty simple when I read it, and if it's simple for me, it's simple for anybody..
Anyways, try unplugging the battery for an hour or so, see if that resets the light
Anyways, if your car is over a certain year (I'm thinking 96, though I'm not sure), I'm not sure if they're doing it in other states yet but they read your ODB port and the information gets shipped right to albany (or wherever ur capital is I guess) and it has to pass the computer test as well..
I remember you used to be able to buy the stickers in bulk (you could get like a pack of 15 inspection stickers for like 30 bucks), but now they have everything done by computer (it just started in '05 I believe) so it's rediculous, over a certain year automaticlaly goes to albany if failed, it can dick u around, but try restting it first, hope that helps (prolly won't)...gl
