Default Problem Turbo CRX

Well guys i sold my CRX and sold my turbo to my buddy, now he is havin a problem with it becuase he partially doesnt know anything about turbo or workin on the car so im buying his car off of him. he has a d16a6 with a t3 super 60 all stock motor not running more than 8 psi. the problem he is having is the car will not go over 3400ish RPM's which is leaving me thinkin that it is the fuel injectors because they will limit the rpms. and the plugs are fouling themselves out after each drive. and he has an SAFC hack but he took it off. would you guys say that all that should be wrong with the car is that the hack needs to be re-installed and pull fuel out get new plugs and it should be running fine?

You need something(the Hack or Turboedit) to control the 450 injecters. I am shocked that the car even runs with them in there and a stock ECU.

Solid red light means the ECU is bad.

im not to sure on the uninstall but i will be reinstalling the hack this weekend to see if i can atleast get it to pull fuel. it has a JUN chip in it which isnt for sohc i've been told so that is the problem im guessing, do you think im gonna need a whole new chip, im also getting it tuned with turbo-edit so are they just gonna replace they're chip where the JUN chip is?
