Default Fuel is there, Spark is there. Timing off?!?!? Help me quick, pics

Alright, so heres the info on my car

1999 Civic Ex

B18b1 motor swap
B16a Tranny
B18b Starter
p75 ecu with crome
99 civic ex wiring harness ( auto )
New timing belt
Cometic headgasket
ARP headstuds
turbo kit
RC 550cc injectors
Hi Flow fuel Rail
Walbro 255lph fuel pump

blah blah, the list goes on.

So here is goes. Supposedly the guy that installed my timing belt and stuff said he has everything timed and its all at TDC. When doing my swap the wires on the dizzy had to be sliced due to it being obd1 and I used my obd2b plug to plug into my obd2b harness. I have a lone blue wire, which is my rpm signal, I need to wire that to the plug that goes back into the dash on the driver side. When we turn the key on, I hear my new walbro 255lph fuel pump click on and in pressurizes the fuel system. When it comes time to starting it, it seems like it really wants to click on but doesn't. Just keeps turning and turning. Now I'm not too sure if you need that rpm wire connected to start the car or not but it doesn't turn over completely. Could this be a timing issue on the dizzy or timing belt? Shouldn't this just turn over?

Should I buy a new wiring harness like a d16y7 harness and see if that works? I really dont want to cuz I have a feeling that would be a waste of money seen as I know my harness will work. What should I do. I'm going to borrow a timing gun from a friend. Any input on how to use this? What might be my issue for the motor not turning over completely? I really want my car back seen as it's been since august and I still owe 6 grand on something I can't use. Help me out honda-tech. And yes I've been searching. Thanks

The car its in

The Big plug I had to slice to use from my obd2 civic dizzy to work with my harness

The plug on the Civic harness

This is the RPM wire on the plug. It's not hooked up at all

Getting FRUSTRATED

no not an auto ecu, that would throw me a cel and as stated above I'm using a p75 ecu with crome and this is for a 5spd. I have no CEL's at all. Just doesn't turn over all the way

all you need to do is search for odb2 to 1 distrubotor conversion diagram.

sounds like you dont have the colors matched right. you will just need to re pin the obd2 dizzy with the obd1 plug . not to hard once you find the diagram.
