Totally Rusted screw??
I just ran into that when taking my front bumper off. It was one of those #3 phillips screws with the huge head. I put a shitload of weight down on the thing and turned with all my strength and then the phillips part just completely gave out and left the screw destroyed. I ended up being able to remove it by grabbing the head with vice grips, but screw extractors would have been my next move. You can buy them at home depot, etc.. You just drill the appropriate size hole in the head and then push and turn with the extractor placed in a tap handle.
Drill the center and use an easy-out. Basically after you drill the center to the right size hole for the easy-out the more you try to loosen the screw the more it grips the bolt, eventually the rusted bolt will loosen. Also soak the bolt in WD 40. I have done this many of times and it worked great.

A tap is a tool that cuts threads in a hole. You need a different size tap for each size hole (1/4-20, 10-32, etc.. for english or M4x.7 etc.. for metric) It will not help you here unless you plan to "chase" the threads (clean them up) after removing the rusty screw (which is probably a good idea). You can get taps at Sears or online (www.mcmaster.com), or perhaps some bad ones from good ol harbor freight.
I was able to grab the head because like i said it was one of the very large head screws that holds the top of the bumper down (the screws under the hood-catch mechanism). The head of those screws are about 3/4" diameter.
And yes, the screw extractor (aka Easy out) is probably your best bet here.
