rev limited problem

rev limited problem
i have a honda civic 95 and just swap a zc vtec motor and have this problem with the motor bog at 7000rpm range. swap disturbutor same thing, swap ecu same thing. anyone know why. ground check everywere in the motor, all is tight and good. anyone have a idea. please help
