Possible to TIG weld this groove shut on block?

I tried JB welding this groove closed to prevent the coolant from leaking but it did not work... I am thinking my next route would be to find someone to fill the groove in with weld and close up the groove completely. Then sand down the area to make it all flat. Any idea's?
Circled in red is the groove I am talking about.

Here it was it looked like with the JB Weld in it right before I put it back together. I let it cure overnight and it was solid in the morning. I thought it was going to work out good but I guess not

Take a dremel grind the **** out of it make it wide and slam the tig in there and fill it in them file it smooth

you cant weld that shut. the timing belt tensioner has a nub that follows that groove

How deep does the tab need to go? If ther eis enough room you could tig it and leave enough clearance for the tab.
btw how did he put it together with the jb weld sanded flush?

care to post a pic of that? mine does not have anything that follows the groove. the inner ring on the tbelt tensioner does not even line up with the groove.
