Friend's Built GSR-turbo won't start

Well after an 8 month wait, my friend finally got his block built and the motor dropped in. But when it came time to fire her up, it just cranks... They found a leak in the fuel pressure regulator and the battery was dead to begin with. So my friend borrowed my fpr and bought a new battery and it still wont start. They also figured because it was low on gas, so they also bought about 3 gallons of gasoline.
Specs:
81.5mm bore GSR motor
9:1 Wiseco pistons on Scat rods
stock GSR head w/ blox IM
550CC injectors
walbro 255lph fuel pump
Any ideas what to look for?

air, spark, fuel, compression. The components. Do you have all of them? When I swapped my GSR I had the same problem. Figured out i had the #1 and #4 spark plug wires swapped on the distributor cap. Make sure all your wires are on the correct cylinder.

I agree. It sounds to me that it may be some how out of time. Check all your wires and maybe but dont quote me, maybe if u dont have the timing set properly when you put your timing belt back on that could cause it. God luck

like everyone is saying...check your spark! check to see if your injectors are firing, be sure all your wires and plugs are connected...try a different ecu, check timing, be sure battery is fully charged
yeh and be sure you dont leak any fuel around the rail, fpr, feed and return...i have seen two cars burn down due to that...

is this on a base map with engine management or what? stock ecu? if on a stock ecu it prolly wont start with 550cc's correct me if im wrong just trying to make a helpful guess.

first off...what fuel management are you running??? gotta have something to control those 550cc injectors
depending on if you got some kinda fuel management im gonna lean towards timing myself but if everything is good and your getting fuel and spark then you can cancel that out. also check to see if the injectors are peak and hold or saturated...dont know if that would matter on startup but i know for a fact it would probably throw a Fuel supply code if you do get it started
...another thing after reading that you said the car was low in gas...check and make sure the fuel pump isnt burned out...the walbros are known to burn out if you run the gas too low
if everything checks out then the only other thing i can think of is check your compression. if it is a freshly built motor then the rings may not have seated yet and maybe your just not getting enough compression for it to fire. do a quick compression test and if your numbers are low then try taking out the plugs and try to pour a cap or oil or ATF (automatic transmission fluid) in each cylindar to try to get some compression. I used ATF cause it seemed to be a bit thinner and i figured it wouldnt just chill at the top of the piston
anyways hope this helps out...i know how it is to get everything practically done and then **** jsut wont start up. i just recent ran into these problems on my new setup and man i wish i had the help at the time...good luck

my ecu was chipped incorrectly, so it thought i had 240cc injectors when i had my 550's. the car actually started, BUT it ran pig rich. lol just make sure u got spark at least. trouble shooting sucks.

Thanks for all the tips guys.. but unfortunately, it still wont start. There is fuel and spark.. but when my friend did a compression test today, it came out 90 90 60 and 5!!!!
So what do u guys think it could be? My friend thought it might be the blockguard since they didnt resurface the block with it on, they think it might have fucked something up.

did you check the cam timing and do the valve adjustment?

Either your head/block isn't flat or you have seriously blown your HG or rings.
Those compression numbers are low even in the good cylinders.
