will this wheel offset fit on a civic 4x100 hub without scrapping?

Default will this wheel offset fit on a civic 4x100 hub without scrapping?

I was wondering if a +30 mm offset will have problems clearing our brake setups and if not what about scrubbing problems?

96-00 civic coupe. what i mean by scrapping is on the top of th fender or fender wall of the engine bay
