Installing Strut Bar
The strut bar attaches to those three studs that are right next to the hole. Install shouldn't be a problem in that respect. but since all that metal has been cut out, I'm not sure if the angle of the shock tower itself has changed or not (if its bent or warped at all). May take some muscle to get that bar bolted down.
I'd recommmed getting some sheet metal welded over those cutouts, by the way.

yeah as stated you should be fine, although i would question the structural integrity of those towers.
I hate to jack the thread but sorta have a stupid question about strut bars myself - on the tanabe website it says that often strut bars are installed wrong, without the car jacked up (tires in the air) and without the preload applied. I was just curious which direction is this pre-load supposed to be applied - I assume it's inwards, ie: ----> <---- (in escense making the strut bar shorter NOT longer to preload) can anyone clarify? my instructions were in japanese. apologies for the partial-jack.

Those were caps there before. I'm guessing the old owner removed them to allow for more suspension movement. This is what the upper control arm hits when you lower your car more than 3".
As for the strut bar, you'll be ok to install them.
