Can a test pipe(not cat.) make car run REAl rich
Well i went to inspection today with my test pipe in and my Hc read 725 and CO% was 9.80. This is way high for the limit, which is 225 and 1.09 in the state of Delaware. I know the test pipe is causing this problem, but could that be all? I have no CEL either, since I wrapped the 02 sensor in foil. Before I went through I put a couple things of octane booster in the tank too see what that would but thast all. I am purchasing a Catalytic convertor this week so that will help out a lot but I waas just wondering if that number sounds right with no tuning done and with a full T1R exhaust and test pipe? Thanks a lot, Hope someone can help.

Try a new o2 sensor and make sure the car is nice and hot when you go. You're right, it's really rich, and probably shouldn't be that rich even without a cat.
Passing this test (illegally?) is one thing, but your car is pretty badly tuned.
I should go to emissions just for fun, before I take the license plate off of my car
