98 civic lx high idle

Default 98 civic lx high idle

well to start off my check engine light came on, so i checked the code came back 14 i think it was which was Idle air control valve i believe..

So i bought a whole Intake manifold and just changed out the Throttle bodies after cleaning the IACV and TB up..That took the code off..

So then i still had a high idle starts off cold at about 900 RPM and works up to around 1500 RPM's..

Was told to check my Intake mani gasket by spraying carb clear around the gasket and if the idle dies down and see bubbles around the area its the gasket..So i did that got a leak and put a new IM gasket on, started up still had high idle...So i decide to take it back off put some high temp gasket sealer (silicone) whatever on it and put it all back together and im still getting a high idle..

No vaccum leaks that i see, I adjusted the idle down as far as i could go, which wasn't much below stock already...

Anyone have any clue what i could check for next, sensors and whatnot or anything to really help me fix this....
