Default HONDATA w/ s200 (Solid CEL...weird *** ECU behavior, etc.)

Doing an install on a 96 Civic CX.
Project details:
OBD1 JDM GSR Motor (converted to US standards; CPS, OBD2a Dist, Knock Sensor)
Auto to Manual Conversion
96-98 EX Auto Harness (2 wire IACV fix, etc)
JRSC (stock boost)
JRSC Map Relocator
Hondata p28 w/ s200 (Boost Upgrade w/ RC440s) and Hondalogger (Keyspan USB to Serial Adapter)


Cranked the car up for the first time but did not have the Honda Logger hooked up. Car wouldnt rev past about 3200 rpm CEL was on. Jumped the Service Light Plug and read the CEL blinks. The CELs were for Primary, Secondary O2, IACV and Water Temp Sensor.
Installed a new Water Temp Sensor, checked connection on Primary O2, scratched my head on why it wanted a 2nd O2 (OBD1 p28) and checked connection on IACV plug, reconnected battery.
CEL Light stayed on constantly, with or with out Service Light Jumper. Hondalogger will not communicate w/ ECU. Double checked the COM Port settings etc etc. Still wont rev past 3200. Cussed a lil, went to bed.
Next nite, car cranks up, rev limit problem is gone!! CEL still on, cant check codes with the Service Light Jumper. Car drives ok, idled low and stalled out easy. Couldnt audibly detect any detenation when under boost. Drove it home. Hondalogger still wont connect. Cussed a lil' went to bed.
3 days later I finally get to mess with the car again. CEL still solid w/ or w/out service jumper. Called Hondata talked to Matt. Didnt get anywhere. Basically tells me its something incorrect in the engine swap and "too many variables". Frustrated me alot. Cussed a lil, went to lunch.
Came back from lunch, grabbed a OBD2a JDM ITR ECU and plugged it in. NO CEL! Car idles and revs like a champ!
Swapped the Hondata p28 back in, same Solid CEL. Tried Hondalogger again. SON OF A BITCH! Starts reading as soon as I connected. I double checked the set up, ECU and ECU Settings menu. Checked Sensors and several were "OFF" Notably VTEC Pressure and Knock. Can't be turned on, evidently that is an option for "ROM-Editor". I use the "check codes" feature. NO CODES. Page is blank. CEL still on. Selected "Clear Codes", CEL still on.

So whats the magic needed to get this CEL gone? When its stays on, I get nervous that something isnt correct in the air/fuel maps. Anyone experienced this? Ideas? I have SEARCHED the forums, no one seems to fit the description exactly.

BTW: Everything in this install was brand new except the engine and engine wiring harness. The JRSC and Hondata Boost Upgrade Kit were purchased new in the box from Jackson Racing in January. I was told this was all plug and play w/out the need for tuning from a Dealer. (Hondata suggested taking it to a Hondata Certified Dealer for "inspection" of the swap and ECU)

you will get more of a reply here in the forum section of hondata.com
They are probably going to say to hook up honda logger and pull the code.

solid cel usually means bad ecu or bad chip
