Default CODE 21, help so i can fix this, need someone who can explain what is wrong

Alright, I really need someone to tell me how to fix this. I have a code 21=vtec solenoid switch. I put a d16z6 into my CX, so I had to add wires for vtec. I added the 2 wires were they go, and I still have the code. The solenoid clicks when I give power to it. Anyone please help. I have searched and didnt find anything to help me.

just changed the oil a couple days ago. This is not out of the blue, it has been that way for awhile, and i am just now getting around to fixing it. I just did the "vtec light" test, and found no power coming from the ECU. It is not a wiring problem, because we tried doing the light test straight off the ECU, and nothing. So this leads me to think it is the vtec pressure switch. I pulled the plug off for the switch, and found with a meter that it has continuity all the time. It should only have continuity when the engine hits the proper RPM, meaning the switch opens, and lets oil into the head, triggering vtec? Can someone confirm that this is correct? So I think my pressure switch is stuck open somehow. I will try replacing it. Weird thing is, I only get code 21=solenoid, and NOT 22=pressure sensor.

bump, someone has got to be able to help me on this. Any suggestions? Will my pressure valve being stuck open make the solenoid throw a code, and make vtec not kick in?
