Default are hi-flo cats still legal??

I was going to order a carsound cat off of Ebay for my 91' DA, http://cgi.ebay.com/ebaymotors...QrdZ1, but I was wondering if I still could pass emissions with this cat in Washington state. My stock cat is going out and this seems to be alot cheaper alternative than a new OEM one and I might get 1 or 2 hp out of this one also.

So will this still be legal and able to pass an emissions test??

Also, I have a DC header going to a greddy SP2 exhaust, which diameter should I go with?? I was thinking of getting the 2" to 2.5" since I believe my header is around 2" at the collector and my SP2 is 2.5" I think. Would this be correct?

Usualy people can still pass with high flow cats, it all depends on the car and how bad the emissions are to begin with.

thanks guys. still need to figure out which size though. considering my exhaust and header size I was thinking I should go with the 2.0" to 2.5" cat but I'm not sure. should I get that size cat or another size?? my exhaust is a SP2 and my header is a DC 4-2-1.
