Default Quick TIAL Wastegate Questions

Hi people, i've never had an external wastegate before so after buying this off of someone on ebay i was a lil confused when i looked at it.

The gap between the valve and the opening is a bit big isnt it? wont this leak a lot of air before the gate is supposed to open? IS this normal?

second question is where does valve 1 and vale 2 go? i'm used to a dam internal gate that only has one valve.
