Are these plugs ok??? *white sticky substance*

These are for the fuse box. Im relocating it and want to know what i would use to clean these plugs, or whats the cause of this??

Close but opposite. Dielectric grease is what you put around your spark plugs and leads. It stops the conduction of electricity.

no real history. the car is a 95 integra. I just want to make sure that wont be a problem in the future, or some type of build up i needed to pay attention to.

its normal, they come on all the integras and civic like that. on certain plugs in the harness, on the fuse box plugs, the headlight plugs, its just a lubricant to prevent rust and oxidation on major electrical areas.
^^ is the answer. It's a non hydroscopic grease to keep moisture out of the contacts. It's a great improvement that helped reliability tremendously here in the "rust belt"
