Broken turn signals

Broken turn signals
I'm about to purchase a car, however one of the problems that it has are that the turn signals don't work in the cluster or in the front or rear bumpers. Any idea of what it could be besides just a vague, "wiring". I'm not too familiar with electrical, so anything would help. Thanks!
