Default Wiring and Check Engine problems..

I have some problems that I have come across and questions about them.

Well, I have just done a b18c1 swap into my 95 cx hb with the obd1 engine harness. I am changing everything so that I could pass the state BAR in CA. Well, there are the issues that I could come up with my car.

1. The check engine light is on, which I know because I have not wired up the knock, evap, IAB, vtec switch, vtec solenoid, and changed out my O2 sensor. Based on those that I need to wire, which one(s) of those would throw a code?

2. When trying to check whats wrong with my car by checking the codes by looking at how many times it blinks, the check engine light stays solid no matter what. I did the cross wiring technique but nothing seems to work for checking what is wrong.

3. Pertaining to question # 2, how would I find out if my p72 ecu has been ruined/messed up? My mechanic says that might be the reason, so I am looking into that.

4. For the repinning to the ecu, is there any wires that I would have/need to remove for instance like for the IAB (A17) to be connected?. I have looked for the slots and 1 or so of them are already plugged with another wire.

Any help with this would be greatly appreciated. I am in the state for CA to be smogged really soon. Thanks guys!
