Default water jacket???-Help and turbo-help

these might be dumb questions im not sure im a newbie somewhat but if could please get some feedback and fast this would help me make my decision anywyas...im thinking about buying this prelude close to my house that is an h23engine with vtec, the engine block needs to be replaced and they say it does run but there is a crack in the waterjacket the car comes with a spare block to swap current engine internals has a carbon fiber hood 11:1 compression 95mm crankshaft type r 62mm throttle body full exhaust full aftermarket suspension vtec 11" brakes, 17 inch konig villian wheels obd1 conversion anyways i was wondering what a water jacket was and an estimate on how much it is to be fixed if anyone knows, or is it part of the block by chance because hes throwing in a new one, i just have no clue what it is, for all i know he might be talking about the wrong part or just doesnt know the right name....i also have a garrett t3/t4 turbo and was wondering if that would run good with the new block i will be recieving out of this if i purchase the vehicle or should i replace some of the internals with aftermarket ones there is 145k miles on the car i dont think that goes for the aftermarket parts i dont plan on turboing till late spring ealry summer because i still need a few things, i have the turbo BOV, internal and external wastegate, FMU, intercooler, oil return line..i think i might have more i need gauges boost controller and idk what else..like i said im somewhat of a newbie i know quite a bit but have never heard of a water jacket, and i know very little about turboing a car but if i could get some feed back or some help that would be great

a water jacket is the space in the block where the engine coolant flows through, no cant fix a cracked one, it is part of the block, and i dont recommend using a block with a crack in any part of it, but yah its just where the coolant flows through the block , kinda like the walls in a maze

well if its part of the block do i need buy more then a block because the car come with a new block to swap the internals over?
