ECU in safety mode

I have a customer with a 98 civic with a d16y8 that had a problem with his o2 sensor. We replaced the sensor but he said it is still running in safety mode. I unplugged the battery but it did not help. Any ideas?

needs a scan tool hooked up to it. obd2 doesnt clear codes by pulling battery try cycling key 3x fast
