Default VSS speed sensor gone bad? need expert help

Long story short. 96 accord ex auto. Code 17, New sensor from dealer still code 17, New end on the
harness still code 17. I checked the sensor not quite going back and forth
between 0 and 5 more like 0.19v and 5.89v when spining 1 wheel. Is this correct? When the wheel is turned it will very slowly go back and forth. Should it bounce rapidly?, Also sometimes it will stop at 3.58v on its way to 5.89v. Could the new sensor be bad? I takes like 20 miles or so for the light to come once I have reset the ECU. There is power to the sensor when the key is turned forward 14.5. The senor will start at 5.89v or 0.19 (I checked like seven different times).
Please help thank you.

Does it have to be 0.0 to 5.0 exactly or is 0.19v and 5.89v an indication of a bad sensor?

The pulse is going to be a little different, your readings sound about right. I've had lots of trouble with the plug/wire side of the connector. If that all checks okay, you'll have to do some 'point to point' wire testing to the back of the speedo to find the bad connection.

one test he can do is to place a VM between the plug on the ecu (where the VSS input comes to) and the other end to see if there is an open.

This would be the first thing I would check

thanks for the suggestions I will test the wires at the ECU. I connected the volt meter to a power source and then the ground and it read the intended voltage. Does this "test" check for GROUNDED OUT condition.
Does it have to be 0.0 to 5.0 exactly or is 0.19v and 5.89v not necessarily an indication of a bad sensor?

I'm having a intermittent issues with the vss code 17. Can anyone help me with details and specifics ( which wires and location and what voltage to look for ) on places I might check voltages, such as ECU, cluster, and connections? I have already replaced the ecu, and the vss sensor. 96 ex 2dr auto accord. thanks
