Why do i keep fouling out plugs?

Why do i keep fouling out plugs?
I keep fouling plugs and cant seem to find out why. i have changed my -
plugs
wires
distributer cap & rotor
o2 sensor
pvc
iacv and a few other things i cant think of and have ran out of ideas hoping you guys would help out, the only thing i havent tried is a tps . thanks

Its fuel fouling by the way the plugs look or running real rich i mean.. I have no clue im lost at this point it starts up and runs fine except for the hesitatation.
