Do I need a restrictor? T3/T04S (60-1)

I was doing some reading today and some were saying that smaller turbo's need restrictors and larger ones don't, and then other's would say larger turbo's do and smaller turbo's don't.
I've always been put under the impression Ball Bearing turbo's are the only one's that need restrictors but I think I am wrong in thinking this.
Can anyone confirm whether or not I need one? Don't want to blow the seals on my turbo right when I start it up in the next few weeks.

alot of people say you dont, on my t3/t4 57 trim im going to run one, the turbo has a perfect drain line and it smokes a little now (1500 miles).
I would run a .040"-.050" restrictor on that. Lots of factory turbos use them and some turbo manufactures install or provide them with their turbos. Seems like a good idea.
