Default *child lock is permenantly????

ok in one of my friends accords.(95-96) its like the rear child lock is permenantly engaged, but the child lock itself is set to off. but yet you cannot open the door from the inside.

is there a broken/bent linkage inside the doors or somethig or like in the child lock mechanism itself

Something obviously came adrift inside the door, and now has come the time to do some exploring.
This is not normal operation; the C/P lock system should be an on/off option with no default (on) setting.

That's why I said "The" door, as opposed to "both" doors.
Besides, there is no link for the Child/Proof lock mechanism between the doors.
