when my car spools up it only pulls to about 9.5psi and i got a 11.6psi spring. is it a matter of tuning? i had the car tuned with an 10lb spring and i put an 11lb in and wont get the extra boost is there anything i can adjust on the vafc?

Honda map sensors only read and will allow boost up to 10lbs, anything else you will need a new map sensor. Buy a 3 bar map sensor.
