what else can set off the brake light on a 95 EX with ABS besides the emergency brake being pulled?

 

Brake fluid low, in the master cylinder reservoir. Some of them don't have to go down very much to set the light off.

Depending on what lamp you're speaking of:
* you've got three (3)
[brake], [lamp reminder display], [ABS]
Brake lamp nulb blown
Ebrake misadjusted
Brake switch shorted
Low master cylinder fluid level
Hydraulic failure
Abs System failure
