Default O2 Sensor Problem

Just bought a 1997 Del Sol Si. Check engine light is on. Code is P0135 indicating primary O2 sensor heater problem. Purchased replacement sensor from O'Reily's. Installed sensor. Cleared code. Code came back. Diagonstic procedure indicates that sensor heater should measure 10-40 ohms. Replacement sensor measured 4 ohms. Took sensor back to store. Second replacment also measures 4 ohms and resets engine code.

Is this a known problem with replacement sensors? Will it be necessary to purchase the Honda sensor ($$$)?
