Default is this cam at TDC? *pic included*

prepping my '93 d16z6 head for installation, is my cam at TDC? this is how i was informed to set it.

no the lines on the cam gear should match up to the head. ( _ _____ _ ) long part is the top of the head small dash are the way cam gear should look when on the head lined up straight

Yea thats not even close to being TDC. Do what Robert said and also you see the line on the bottom of the gear, and that little plastic piece on the back cover? Well those are suppose to meet as well.

ok i got it right, when i tighten down the rocker assembly it pushes the cam off tdc, should i keep it lose then tighten when i get it on the car and have the belt on it?
