Alarm siren no longer works.
I went out to my car the other day to show a buddy my progress on my car. My alarms siren worked fine then. I go out there today to putter around with it and I notice that my siren has became VERY quiet (you can hear it but, your ear has to be within a couple feet of it). My car sits under a car cover, everynight.
My siren is mounted at my firewall, directly behind my intake manifold. It had rained for the past couple of nights. It still works fine, but the siren doesn't do what it is made to do? Does this just sound like a bad siren?

What if it sounds normal, than what?

On both of my cars, I would have instances where it would work fine one day, then not the next. Do yourself a favor in the long run and order anew one, along with a piezo siren for the interior to make their ears bleed. Christ, the piezo ones only cost a few dollars on Ebay. Do a search for "513T" by DEI. Those are for interior, exterior any DEI or similar brand will do.

Can I just splice the horn wires together? Like, wire up one horn the normal way, and tap the other siren into the existing wires?

Yeah you can split them off if you have two sirens that don't draw much power, like a piezo and the DEI siren. If it's too much draw (sounds quieter), then get a relay and run the brown siren wire to 86, 85 to ground. Constant 12V to 87, and branch your sirens off of 30.
The siren's probably full of water. Mount it facing downward. The water wont pool up, and it will sound louder too.

If the siren still will not work, disconnect it and as suggested just connect it to the batt. for a sec. if it still does not work, replace it, however if it does work, you will need to check the wiring, and if that is good, you have a problem with the alarm brain.
